Under the direction of the Director of Electric Services, plan, organize, and manage the functions, administration, and personnel of the Longmont Power & Communications (LPC) Power Delivery and Operations division, which includes substation operations, meter shop, meter reading, material services (warehouse), and advanced metering infrastructure (AMI) services.
Principal Duties:
Manage the personnel responsible for:
The construction, inspection, operations, and maintenance of the LPC electric overhead, underground, and substation infrastructure including 12.47/7.2 kV distribution system, substations, metering, warehouse and materials, and AMI facilities.
The division’s training programs, including the apprentice line worker program, the apprentice substation worker program, the meter technician program, and relevant programs that support advanced metering systems and workplace safety.
Partner with engineering staff to ensure and maintain the safety of city staff, LPC customers, and the public. Uphold safety as the top priority embedded within LPC distribution and substation systems.
Provide general and technical supervision to personnel. Evaluate performance and recommend/implement appropriate personnel action.
Ensure that staff understand and adhere to work practices that comply with the LPC Safety Manual, local, State, and Federal regulations, requirements, and specifications and other relevant safe work practices and procedures.
Train, develop, guide and mentor employees toward improved performance in a manner consistent with City values and expectations.
Practice an inclusive supervisory style with people from a variety of backgrounds, ethnic or racial groups, age groups, personality styles, and genders.
Build alliances, foster effective teamwork, and build constructive relationships within and between individuals and other work groups.

Coordinate division activities with other Department Divisions, City Departments, customers, and outside agencies.
Periodically attend City Council, Platte River Power Authority, and other board and commission meetings and make effective presentations as needed.
Make critical decisions to resolve emergency conditions resulting from electrical distribution or substation system malfunctions, inclement weather, and other situations that adversely affect delivery of power from the substations to the meter.
May serve as LPC representative on interdepartmental City committees and interagency committees including CAMU, APPA, RMEL, JTAC, the Mesa Hotline School, and the 4-City Engineering & Operations group.
Participate in and/or oversee, develop, and implement design, maintenance, construction standards, specifications, and work practices related to the electrical distribution and substation systems.
Prepare, monitor, and administer the division’s annual budget. Develop and implement the Capital Improvement Plan (CIP) development work plan. Guide and direct division staff in the implementation of programs, budget development and implementation.
Develop and implement goals, objectives, policies, and priorities for the Division in accordance with the Department and City vision, planning and customer needs. Establish policies, procedures, and long-range plans for the division.
Develop, support, and enhance cooperation and trust within the division in pursuit of Department and City organizational goals and mission.
Resolve the most difficult and pervasive customer issues. Evaluate operations and customer service and make appropriate changes as needed.
Act as project manager for major division/department programs and projects.
Act as the Director of Electric Services as needed.
Working Environment:
Work is generally performed in a standard office environment. Periodic after-hours work is required for meeting attendance or during emergency and recovery conditions, as determined by the City Manager or delegate. Ability to sit for long periods of time. Ability to communicate verbally and through interpersonal communication.
Qualifications:
Any combination of education and experience equivalent to a Bachelor’s Degree of Science from an accredited college or university with major coursework related to electric utility operations, a minimum of seven years of increasingly responsible experience in electrical utility operations, and a minimum five years of supervisory experience. Electrical Engineering Degree preferred.
Special Qualifications: Possession of a valid Colorado Driver’s License, or ability to attain within 6 months. Professional Engineering License is preferred.
