SOURCE WATER ENGINEERING Under general direction from the Utilities Engineering Manager, this position leads/supervises the Source Water Engineering team in developing and implementing the capital improvement program for Boulder’s water utility, including dams and raw water conveyance systems system. This position also facilitates effective public processes, establishing balanced dialogue with partners and community members, anticipating and deescalating conflict, and presenting to city boards and council.
Establishes and implements the annual work plan and manages staffing and budget resources to ensure the completion of prioritized capital improvement program projects.
Supervises civil engineers and engineering technicians to achieve a supportive culture where teamwork, professional development, mentoring, and candid feedback are prioritized.
Develops goals, documents performance, provides feedback and coaching, and formally evaluates the work of employees.
Identifies process improvements and innovative technologies and practices to continuously improve projects and programs.
Coordinates the development of the Source Water Utility short-term (6-year) and long-term (20-year) capital improvement program and associated budget and participates in other strategic and master planning efforts.
Work with other water focused groups including Source Water, Water Treatment, Utilities Maintenance and Water Quality to provide input and engineering support when needed and create alignment of on-going water programs across the city.
Partners with other engineering project managers and work group managers in Utilities and other departments to advance projects and programs in alignment with organization and departmental goals.
Project Management and Technical Acumen
Manages the completion of studies, master planning, and capital improvement projects and programs in coordination with other Utilities work groups, city departments and consultants.
Oversees the preparation of planning documents, studies, , engineering drawings, specifications and bid documents.
Procures consulting and construction services and manages subsequent contract submittals, invoices, change orders, inspections, etc.
Assesses infrastructure condition and implements appropriate replacement and rehabilitation programs for drainageways and stormwater infrastructure.
Public Process Facilitation
Leads the public process for projects, including developing and executing appropriate outreach strategies, meeting with affected community members, and providing opportunities for meaningful and appropriate public feedback and dialogue.
Coordinates with internal and external partners and seeks resolution to difficult situations that require tactful persuasion and negotiation skills, while maintaining long-term relationships.
Evaluates target audiences and modifies communication style as appropriate to maximize the audience’s understanding of project and program needs.
Presents to City Council and the Water Resources Advisory Board, Planning Board, and other relevant city boards to provide opportunities for input and build support for ongoing efforts.

Stays active in water related professional organizations.
Takes proper safety precautions to prevent accidents and follows all safety regulations, policies and procedures. Responsible for the safety of self, others, materials, and equipment. Reports all accidents and damage to city property.

PREFERRED QUALIFICATIONS
Master of Science Degree in Civil Engineering or related field.
Six or more years of engineering experience specifically in dams, water treatment, conveyance, and projects with a public utility or consulting engineering firm.
Previous supervisory and engineering resource management experience.
Experience managing controversial projects and interacting with a highly engaged public.
Experience with installation of trenchless rehabilitation technologies.
Experience with alternative delivery methods for capital improvement projects (design/build, CMAR, etc.)
REQUIRED EDUCATION AND EXPERIENCE
Current registration as a Colorado Professional Engineer or ability to transfer current out of state registration within one year.
Bachelor of Science Degree in Civil Engineering from an accredited engineering university
Minimum of four years of experience in engineering design and construction.

WORKING CONDITIONS AND REQUIREMENTS
Physical Demands
Primarily sedentary physical work requiring the ability to lift a maximum of 25 pounds; occasional lifting, carrying, walking, and standing; frequent hand/eye coordination to operate personal computer and office equipment; vision for reading, recording, and interpreting information; speech communication and hearing to maintain communication with others. Routine visits to construction work sites requiring walking over rough surfaces and climbing.
Work Environment
Work will be performed in a hybrid combination of a typical office environment and working from home. Routine visits to construction work sites and city industrial facilities where there is exposure to open trenches, confined spaces, moving equipment, traffic, mechanical and electrical equipment pressurized liquids and gasses, chemicals, and open water. Travel and local commuting between city office buildings and other Boulder locations can be expected.
