Job Summary: This is advanced professional engineering work for large and complex water resources construction projects.
Job duties include:
Serves as the engineer-of-record; prepares, oversees, and certifies the preparation of analyses, designs, drawings and specifications for civil engineering projects. Provides guidance and technical assistance to assigned engineers and technicians. Performs, reviews, and oversees the preparation of construction cost estimates. Provides construction phase services including periodic inspections, review of contractor submittals, preparation of reports, project correspondence, and revisions to drawings and specifications as required. Assists in training of technical support staff and engineering staff in the production of engineering construction documents.
Project manager and project development manager for large and complex water resources construction projects. Coordinates project issues with consultants, contractors, construction management staff, external agencies, local governments and other District staff. Reviews design plans and specifications for constructability prior to start of construction. Reviews cost estimates and scheduling for construction projects. Works with District contract staff on bids, contracts, and work orders. Prepares and negotiates scopes of work for individual work orders; reviews and comments on work orders prepared by others; tracks and coordinates work orders with contractor, including staffing, invoices, and change order requests. Provides construction progress reports; establishes and maintains construction project schedules and budgets during construction; and schedules and coordinates completion of tasks with construction contractors. Maintains communication with supervisors on progress, budget, and problems experienced during construction.
Works in the field as a professional engineer and project manager on large and complex water resources construction projects. Directs contractors and District construction inspections in the field to facilitate completion of construction projects. Directs the District site construction inspector and District annual construction contractor on construction work plans, efficiency of construction operations, and design plans and specifications. Resolves problems experienced during construction.
Base Salary: $62,316.80

A bachelor's degree from an accredited college or university in environmental, civil, hydraulic, agricultural or water resource engineering, registration by the State of Florida as a Professional Engineer, and one year subsequent experience in work directly related to permit review.

Florida is divided into five water management districts to preserve and manage Florida’s precious water resources. The St. Johns River Water Management District is responsible for managing groundwater and surface water resources in all or part of 18 counties in northeast and east?central Florida. Counties entirely in the district are Brevard, Clay, Duval, Flagler, Indian River, Nassau, Putnam, Seminole, St. Johns and Volusia. Counties partially in the district are Alachua, Baker, Bradford, Lake, Marion, Okeechobee, Orange and Osceola. District staff work from service centers in Palatka, Jacksonville, Maitland and Palm Bay.
