Capital Improvement Lead Project Manager (Group Program Manager)The County of San Diego is seeking a dynamic, highly motivated and innovative leader to fill an immediate opening for our Capital Improvement Lead Project Manager (Group Program Manager) in the Department of Public Works - Engineering Services Division. The Project Manager will report directly to the Capital Improvement Program (CIP) Program Manager and will facilitate and assist with the development and implementation of the Department of Public Works’ five-year CIP and annual Operational Plan. The position will lead and support the CIP Project Managers and their technical teams; develop and implement project management tools, procedures, and performance metrics; review and evaluate project scopes, budgets, schedules, and risks; develop and review professional agreements and technical documents; monitor program delivery resources and capabilities; act as a liaison with other programs, agencies, industry groups, and the public; and make presentations at public meetings. The Project Manager will also act in the absence of the CIP Program Manager and/or individual project managers.

Minimum Qualifications: A bachelor's degree from an accredited U.S. college or university or a certified foreign studies equivalency AND three (3) years of experience which demonstrates the ability to perform the essential functions of the classification, OR a combination of education and/or experience as stated above. Degrees in civil engineering, environmental sciences, public administration, or related fields are highly desirable. Note: A master's degree or higher may substitute for a total of one (1) year. For education to substitute for work experience as stated above, college level coursework must demonstrate progress toward a degree and may be substituted on a year-for-year basis. Experience leading teams in civil engineering or multi-disciplinary public works projects in a governmental or non-profit or relatable setting is highly desirable. Possession of relevant professional certifications such as Project Management Professional (PMP) or Professional Engineer (PE) is highly desirable. |
