Education and/or Experience:
Equivalent to a bachelor’s degree from an accredited college or university with major course work in civil engineer, public administration, business administration, electrical engineering, or related field and five to eight years of increasingly responsible experience involving a major division of a governmental agency or private utility company. A master’s degree in public administration or additional related professional engineering coursework, training, and certification are highly desirable.

Organize, direct and implement programs suited to the needs of the community; considerable knowledge of municipal engineering, transportation, environmental programs, and utility functions; ensure compliance with Federal, State and local rules, laws, and regulations; select, supervise, train, and evaluate staff; perform responsible and difficult work involving the use of independent judgment and personal initiative; understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities; interpret and apply administrative and department policies and procedures; coordinate and compile information and statistics into complete records and reports; operate and use modern office equipment including a computer; work cooperatively with other departments, City officials and outside agencies; analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals. Ability to analyze and categorize data and information using established criteria, in order to determine consequences and to identify and select alternatives; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work including a variety of City and other government officials, community groups, and the general public.
 
Incumbents designated at Deputy City Engineer are knowledgeable in the principles and practices of civil engineering, land development, public works construction, transportation planning and operations, and land surveying.
 
Incumbents designated as Utility Manager are knowledgeable in the principles and practices of electric utility operations, management, and organization; principles and practices of electrical and civil engineering; methods, materials, techniques, and equipment used in the construction and operation of a municipal utility; customer service, billing and collections, and administrative and financial practices involving a municipal utility; electric utility requirements, power resource management practices, regulatory oversight, and laws and construction codes related to the development, construction, and operation of an electric utility; recent developments, current literature, and sources of information regarding electric utility administration, finance, engineering, and operations;
 
Licenses, Certificates; Special Requirements:
 
Possession of a certificate of registration as a Professional Civil Engineer in the State of California is required for designation as Deputy City Engineer. Registration as a Professional Traffic Engineer or licensure as a Professional Land Surveyor in the State of California is highly desirable.
 
A valid Class C California driver's license and the ability to maintain insurability under the City's Vehicle Insurance Policy. Ability to work extended hours.
