Fairfax County, a diverse, dynamic and growing jurisdiction in the Washington D.C. metropolitan area is seeking a highly motivated and qualified planner to work across multiple disciplines in the transportation planning field. The qualified applicant will serve as a project manager for land development review projects requiring an understanding of the functionality of a variety of transportation disciplines including (but not limited to) traffic operations, multi-modal transportation planning, public transportation, and pedestrian and bicycle planning. Work assignments will concentrate on the review and analysis of land development applications, with a significant focus on performing detailed analysis and evaluation of traffic impact studies and capacity analyses. The qualified applicant will also serve as a secondary technical reviewer to other Site Analysis staffers for Chapter 870 traffic analyses, and provide detailed comments on impacts and actions necessary to mitigate the impacts of land development projects.
Position may be underfilled as a Transportation Planner I; the Underfill Requirements are stated below in the Employment Standards section.
Illustrative Duties Depending on the functional area of assignment, performs the following tasks:
Performs traffic demand management studies, analyses and program implementation;
Evaluates the transportation impacts of development applications, including post-approval activities such as proffer tracking and enforcement;
Reviews and evaluates studies of roadway intersections and roadway segments to determine deficiencies and solutions;
Reviews design plans for multi-modal capital projects;
Develops recommendations based on analyses, forecasts and surveys;
Prepares correspondence and reports summarizing process and findings of transportation analyses;
Attends citizens' meetings and hearings to present and discuss findings and plans.
Required Knowledge Skills and Abilities Depending on the functional area of assignment, must possess the following KSAs:
Working knowledge of the principles and methods of transportation/transit planning and analysis;
Ability to conduct transportation/transit studies;
Ability to work independently, to set individual priorities, to manage time effectively and to apply consistently sound judgment;
Ability to collect, analyze, and interpret research data and present in written/graphic form, making sound practical recommendations;
Ability to make oral presentations to department management, other departments, or the public;
Ability to use transportation planning/analysis software, word processing, spreadsheet, and presentation software to prepare documents and to store, manipulate, analyze, and present information;
Ability to establish and maintain effective working relationships with county and government officials and the general public.
MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field; plus two years of professional experience in civil engineering, urban, regional or transportation planning, or a closely related field.
UNDERFILL REQUIREMENTS: This vacancy will be underfilled at the level of Transportation Planner I (Grade S21, $51,805 - $86,341). CERTIFICATES AND LICENSES REQUIRED: Valid driver's license.
NECESSARY SPECIAL REQUIREMENTS: The appointee to this position will be required to complete a criminal background and driving record check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS: An ideal candidate will have proven in their application through a detailed educational and work history, to be a self-motivated, dynamic, and creative traffic engineer/planner with a proven track record of generating creative solutions to transportation issues through developing and/or review of traffic impact analyses. Our preferred transportation planner will have experience in site plan review and evaluation; review and analysis of traffic impact analyses; evaluation of transportation network impacts on land use proposals; experience coordinating with local, state, and federal government organizations throughout professional planning projects; excellent written and oral communication skills; strong negotiation skills in contentious environments; ability to organize, coordinate, and establish priorities for multiple projects and assignments; and ability to work independently on assignments with minimal direction.
PHYSICAL REQUIREMENTS: Work is generally sedentary. However, employee may be required to do some walking, standing, bending, and carrying of items less than 25 pounds in weight. All duties performed with or without reasonable accommodations.
