Location anywhere in the USA SUMMARY The Vice President, Government Relations, Building Codes and Standards works with legislative/regulatory bodies and national model building codes and standards organizations including ICC, NFPA, ASTM, ACI and others to develop relationships that benefit concrete construction. This position works with the NRMCA Building Codes and Advocacy team and the Joint NRMCA-PCA (Portland Cement Association) promotion committee to provide support regarding codes, standards, regulation and legislation at the national, state, and local level. Success of the position will be based on the maintaining relationships with and successfully influencing legislative, model code, and standards bodies as identified through NRMCA’s and PCA’s strategic planning and committee development process and influencing legislation/regulation that benefits the industry. ESSENTIAL DUTIES AND RESPONSIBILITIES - Provides strategic input on specific legislation, regulation, and building codes and standards provisions that would result in favorable conditions for concrete construction.
- Assists lobbying efforts on legislation and regulation at the state and local levels.
- Establish and enhance the visibility and positive relationship/reputation with model codes and standards organizations. Organizations include ICC, NFPA, ASTM, ACI, AESHRAE, NEHRP, ASCE and any other organizations deemed essential to achieve the objectives of the NRMCA Building Codes and Standards group.
- Creates and manages successful coalitions with industry and non-industry partners.
- Identifies specific opportunities and threats, develops strategies, and creates opportunities for legislation, regulation, code change proposals and revisions to codes and standards to be successful, including the development of new provisions to protect and advance building requirements favorable to concrete.
- Interacts with cement and concrete industry groups to assist with national advocacy.
- Provides support to the NRMCA State and Local Advocacy group, members, and state affiliates regarding local legislation, regulation, and codes and standards.
- Makes persuasive presentations and testifies at hearings as needed.
- Helps build coalitions of likeminded groups and individuals (both concrete industry and non-industry partners) to support NRMCA’s and PCA’s position in the building arena.
- Prepares, submits and defends legislative and regulatory language with substantiation.
- Evaluates the potential for success based on available technical support.
- Prepares appropriate submittals and testimony.
- Helps determine appropriate promotion and communication strategies to influence decision makers based on the priority of the item and the potential for success.
- Re-evaluates failed initiatives and builds upon successful initiatives.
- Documents and communicates successes and failures.
- Other duties to successfully implement NRMCA’s and PCA’s strategic plan for the Build With Strength program.
