The City of Napa's Public Works Department is currently seeking qualified applicants to fill a vacancy in the Construction Management Division. The Senior Civil Engineer - Construction Manager has management responsibility for the Construction Management Division of the Public Works Department and performs complex, professional field and office work in the investigation, design, construction, and inspection of public works or private development projects. The position is responsible for supporting and leading a division of seven (7) comprised of engineers, paraprofessionals and inspector staff.

MINIMUM QUALIFICATIONS: Experience: Four (4) years of progressively responsible professional civil engineering experience directly related to area of assignment which included supervisory responsibilities. Education: Bachelor's degree from an accredited college or university with major course work in civil engineering or a closely related field. Certification: Registration as a Professional Civil Engineer in the State of California with good standing is required. Incumbents may also be required to possess registration as a Professional Traffic Engineer in the State of California as determined by assignment. Knowledge of: Civil engineering principles, practices and methods of planning, design, and construction of public works projects; strengths, properties and uses of materials used in public works construction; environmental report processes, including CEQA; land surveying practices and principles in municipalitiesLaws, regulations, codes and ordinances related to area of assignment; effective contract administration methods and procedures; hydraulics, traffic and transportation, and structural engineering as related to public works projects; effective report writing requirements and techniques; principles, practices and methods of design for subdivision maps and improvement maps; personal computer usage; principles and practices of effective supervision; traffic engineering principles, practices and methods of planning design, and construction of traffic, transportation and public works projects; land surveying principles; current applicable traffic and design manuals. Ability to: Manage a variety of engineering functions, such as the preparation of plans and specifications, mapping and drafting, field survey work, review of consultant designs, contract administration, and engineering studies; make complex engineering computations and check, design and supervise the construction of a wide variety of public and private facilities; supervise others in the completion of projects; make sound decisions regarding complex issues; utilize personal computers for CAD, word processing, creation of spreadsheets, and other specialized functions; analyze engineering data and prepare complete and comprehensive reports; communicate effectively both orally and in writing. |
