This is a Non-Represented Position.

This position will ensure that LIRR Expansion (Third Track) Project related safety hazards that would affect the safety of LIRR employees, customers, public, contractors, equipment, and property are identified and eliminated or reduced to an acceptable level through the review of project documents including drawings, specifications, HASPs, Safe Work Plans (SWP), lift/crane plans, etc. Ensure that all potential safety issues at the interfaces of all rail road system elements are accounted for during the entire lifecycle of Third Track project and promptly resolved by participating in the review/comment/acceptance process. Perform work site inspections to ensure the safety of employees, contractors, customers, and public by identifying safety hazards and resolving them through the contractors and other affected LIRR departments. Respond, investigate, and report all accidents/incidents that may occur to contractor employees on construction projects.
Responsibilities may include but are not limited to:
Eliminate or reduce to an acceptable level the project related safety hazards that would affect the safety of LIRR employees, customers, public, contractors, equipment, or property through the coordination of the review of LIRR Expansion project (Third Track) documents including drawings, plans and HASPs etc., providing hazard identification and recommendations for mitigations and verifying the implementation and effectiveness of those recommendations. Review and organize all relevant documents, including reports, drawings, design reviews, training records, contractor safety personnel resumes, site safety plans, lift/crane plans, project plans, construction documentation, project schedules, etc.
Ensure that all potential safety issues at the interfaces of all rail road system elements are accounted for during the entire lifecycle of Third Track project and other assigned projects / programs so that they are promptly detected and addressed by participating in the review/comment process. Ensure appropriate interpretation/delegation of respective issues/documents for review/comment to appropriate LIRR personnel and external departments as necessary. Participate in the implementation of coordinated efforts to meet the requirements of the projects. This includes participation in oversight of the manufacturers on behalf of LIRR to ensure that systems are built in compliance with the safety elements per the technical specification. Participates on new technology evaluation committee meetings to consider implementation of new technologies in each project / program ensuring that all potential safety issues at the interfaces of all rail road system elements are accounted for during the entire lifecycle of projects / programs. Participate in safety certification program.
Perform work site visits to ensure general safety of employees, contractors, customers, general public, equipment, property, and all applicable laws, regulations, safety plans, safe work practices, policies and procedures are conformed with. Report and track project/program progress, with safety deficiencies documented, and recommendations made to mitigate them with appropriate coordination with CSD personnel. Resolve in conjunction with other affected departments and the contractors any safety issues reported by the contractor or force account workforce. Respond, investigate and report all accidents/incidents that occur to contractor employees on projects with appropriate coordination with CSD personnel. Random check of contractors to ensure that they have been properly trained to work on LIRR property per applicable policy/regulations. Attend design review meetings, construction kickoff/progress meetings, and project pre-commissioning meetings as necessary.
Assist in complying with Roadway Worker Protection (RWP) compliance associated with Third Track project and associated projects. Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example. Work and execute in a cross functional team environment.
Assist in developing Corporate Policies and Procedures and Standard Operating Procedures (SOP’s) to enhance project safety compliance goals and deliverables for Corporate Safety.
Perform other assignments as requested by Senior Management.
Bachelor's Degree in Safety, Engineering, Business, Finance, Project Management, or related field. Demonstrated, directly related equivalent experience and education may be considered in lieu of the degree, subject to approval.
Must possess 5+ years recent construction safety experience, especially in large scale projects, while working across functional lines
Ability to review/comment on drawings (schematics, prints, as built, floor plans, construction, utility layouts)
Ability to review/comment on project/site specific health and safety plans, Safe Work Plans, and design documents and specifications
Must possess excellent computer skills including MS Office.
Must possess prior supervisory experience
Must have working knowledge of tracking and monitoring project scope while developing the critical path of constraints for a safety department
Demonstrated, strong analytical and evaluative, decision making and problem solving skills, with a high degree of integrity and strong work ethic
Ability to work in a unionized labor environment
Must possess demonstrated and effective management skills including strong organizational skills and the ability to keep accurate documentation
Effective oral and written communication and interpersonal skills.
Ability to perform trend analysis, root cause analysis, implement corrective actions, and risk reduction analysis using a variety of techniques
Experience working with and applying Federal and Local codes/regulations, especially FRA, OSHA, PESH, and ADA regulations, NY State and NY City fire and building code requirements, DOT, FTA, FCC, and PTSB regulations/guidelines
Possess a valid Driver’s License
Advanced Degree in Project Management, Engineering or related discipline
New York State Code Enforcement Official
Associate in Risk Management, Certified Industrial Hygienist, Construction Health and Safety Technician, Certified Safety Professional, Professional Engineer, Project Management Institute credentials
30 Hour OSHA construction and general Industry certified
Familiarity with construction methods, techniques and installation plans
Familiarity with Program Management processes, policies and procedures, and railroad operations
Working knowledge of MS Project, Project Management Body of Knowledge (PMBOK), PM methodologies and how to implement within a large organization including initiating, planning, maintaining, monitoring, executing and closing of projects
Familiarity with System Safety Program Plans
Familiarity with railroad infrastructure and systems including but not limited to: signaling, communications, office technology equipment and fleet types
Familiarity with Corporate Safety Certification Programs
Familiarity with Corporate Safety Rules and Policies
Familiarity with Mass Transportation Operating Rules
Familiarity with operating department work practices
Familiarity with labor union contracts and labor relations processes
